City of Hampton Economic Development Department Welcomes Minority Business Coordinator

The City of Hampton's Economic Development Department is pleased to announce Jessica R. Spencer as the new Minority Business Coordinator. With more than 14 years of experience, Spencer will lead the department's efforts to attract and retain minority and women owned businesses.

Spencer's experience includes serving as Director of Business Opportunity Workforce Development Center for the Virginia Department of Transportation where she coordinated the development of minority and woman owned businesses. She holds a bachelor's degree from Virginia State University and a master's degree in public administration from Old Dominion University.

In addition to the Economic Development efforts, Spencer will be working with the City of Hampton's Purchasing and Procurement Oversight Committee (PPOC) to insure the City's procurement process encourages and provides opportunities for participation by a more diverse group of vendors and contractors. The PPOC makes a specific effort to increase the opportunities for woman and minority enterprises to participate in the procurement of commodities, construction and services by the City of Hampton and its affiliated agencies and organizations.
